We are dealing with a weird situation

Pool water level is way below the exit lines
You have a lot of water coming from somewhere. Water can travel through concrete. My pool steps seeped for weeks when I removed the plaster. Unless the pipe is somehow siphoning water into there, but that doesn’t explain the video of it seemingly coming through the concrete. Is that really where the water is coming from?

Yes, it is coming from below the concrete deck

Looking at that video my gut says there is a water pipe leaking somewhere. That is a FLOW of water not just a trickle. THEN you say that water has a CYA of 50 so it has to be pool water as CYA has to be added to water. No where else is CYA found in water.
I am not sure about cya , I need to check again but now is mixed with grout and it is not possible to check it
 
Your video doesn’t make it look like that. Maybe it’s zoomed in too close but the water looks to be coming from the pool shell with rebar on it.
