Waterline tile

Every year I've had to repair loose or fallen tiles for 5 years or so (7 year old fiberglass pool) mainly at the bottom course. This year after shut down I just started removing loose ones and deteriorating grout-cement based- to fix them all. Doing that I noticed loose intermediate tiles, removing these it went from bad to worse. The tile sub just applied a ribbon of silicone adhesive instead of fully embedded. I've removed all tile and working to remove the old adhesive now. I've done some tile work in my lifetime so I'm comfortable installing new but unsure of the proper adhesive to use. With the curves in the pool wall anything larger than 2x2 will be a bit more challenging, but the adhesive manufacturers say not to use their product below waterline unless a minimum of 3x3. Advice is appreciated!

Check out Novagard.
They have adhesive and silicone tile grout. The grout can be used as an adhesive too. They state the same on 3x3 but I am going to use it for my 2x2.

Tough part is to buy direct from them you have to get 24 tubes. I am about to purchase some though likely will only need half that many.

You can find some from online pool stores - but not all colors.
