I know most waterline tiles are set up to be 6 inches. We are doing a glass mosaic. We were thinking of doing the whole 9 inches in glass on the tanning ledge and also wanted to figure something on the deep end swim out. I also know because of the automatic closer opening which is 5 inches the 1 inch below will not look right. Can you do a 9-inch border all the way around?

Can you post some more pictures so we can better understand the various elevations?

It looks like the top step of you climb out is above the water line, is it? If so how were you planning to finish that.

The bottom edge of your tile should be at least 3" below the waterline (typically this will align with the bottom of the skimmer opening), but nothing prevents that being a bit lower. One thing to watch out for is that it can get very awkward for the plasterers if the tile is too close to top of a step or your tanning ledge. They need an inch or two to leave a nice radius on the finish.

Also one recommendation: tile the top surface of the wall between the cover vault and the pool. The smooth tile surface will give the cover a nice surface to slide over as it opens and closes.

This is great info. The tanning ledge is pitched down it starts at 11 and ends at like 9. I was thinking of doing the entire perimeter, it ends at 9 and then continuing the 9-inch border around so will have an extra 3. I agree with what you say and will cover the ledge where the cover comes out. Here are some more pictures.
