Waterfall/ Sheer Descent Plumbing

I am hoping someone can help. I have a koi pond with three sheer descent waterfalls . The first waterfall does not send and even flow, but rather is uneven. The middle waterfall operates properly regardless of whethher the pump speed is reduced. The third waterfall gets low or no water even if the speed of the pump is increased or uneven flow if the ball valves to the other waterfalls are turned off or the flow is reduced. . I have a hayward variable speed pump currently set at 2700 The pump is used to filter the water and send water back through the waterfalls, there are no other returns to the pond other than the waterfalls. The pond has a 3" bottom drain as well as a 2" skimmer line. From the filter the plumbing is 2" and reduced to 1 1/2. and thereafter split to the three lines going to the waterfalls with each having a ball valve to balance the flow of each. Wondering if this should be plumbed differently than depicted in the photo, or whether 2" pipe should be used for the furthest waterfall or whether there are too many 90 degree fittings in the line causing an issue? The filter that is depicted in the photo is a bead filter which has been backwashed and cleaned. Thank you to anyone that can help.

Water takes the path of least resistance. Water is not going to make a 90 degree turn to flow to the third waterfall when it can go straight out the middle waterfall.

Your plumbing needs to be balanced to have equal turns and lengths to get the water to flow evenly to the three waterfalls. Right now the plumbing is a zig zag.

The uneven flow from the waterfalls are probably due to debris in the waterfall channel. The manual explains how to clean that.
 
does each waterfall have it's own valve that adjusts water flow? If so I would mess with them until you get them balanced i.e. close the middle one a little and open the last one a lot. As AJW indicated above it looks like there is some debris on the first one, take a pool brush and clean the ledge to see if that fixes the issue.

Thank you going to remove 90s and replace with sweeps and change line configuration with a loop.
