Waterfall not turning off when spa is turned on

Hi! New member, first post.
I turned on our spa and the waterfall did not stop, so obviously the spa cannot heat. We have not actually used the spa since the winter, which was a cold one for Georgia so we had freeze protection on multiple times. We had the same issue either last year or the year before and it was one of the valves that was turned, but I am not sure which one.
First photo is with spa off, last photo with the labels is spa on. The valve with the red arrow, A, turns when the spa is on. I suspect the issue is with B, but want to be sure before I start turning valves. Second photo is pump area.

System is Hayward OmniLogic, pool was completed in spring 2020, inground.

It does not help that none of your pipes are labeled.

Actuator A seems to be the POOL/SPA return valve.

What is actuator C for?

You appear to have a square loop with three valves and a check valve which makes figuring out the water flow difficult without knowing what pipe goes to where.
 
Thank you. When they did the installation I had them label the pipes, even though they said we didn’t need it. Unfortunately those labels have worn off.
I just checked and C is for bubblers. I assume when the spa is turned on that it creates a closed circuit, meaning pulling water from just the spa and returning it. So is the problem with the intake side maybe.
 
Hi, waterfall is spillover from the hot tub. In normal function I assume water is being pulled in by pool and hot tub and returned to hot tub mostly which overfills creating waterfall spill over. When hot tub is turned on then water is likely just pulled from hot tub and returned from hot tub. That’s why I think the issue is on the intake side. I appreciate your help, thank you.

Please call a spa spillover a spillover and not a waterfall.

A waterfall is an independent water feature separately fed by a pipe and valve. That is what I was looking for based on your description.

Your spa spillover not stopping in spa mode is usually due to the SUCTION side actuator not turning in SPA mode. Without all the pump suction coming from the spa, the water will spillover into the pool.

Post pictures of the position of the suction actuator in front of your pump when in POOL mode and SPA mode.

If the actuator is not moving check the toggle switch on the side of the actuator and see that it is not in the middle OFF position.

Success! This actuator was off for some reason, the on off switch is difficult to see. I’m checking with pool service to find out if there is a reason why they might turn this off for servicing.

They probably did it to float the surface debris into the pool where it'll take care of itself via the skimmer and not have to use the leaf rake, then forgot to set the switch back because he was playing with his phone. It's called sheer laziness and have seen it all.

That makes a lot of sense. Thank you. When this happened last time they tried to charge me at least $100 for a service call.
