Water Stain on New Pebble Sheen

Our pebble sheen was applied to our new (under construction) pool yesterday. There was a leak out of a pipe, and water sat on the pool. Pool builder said not a problem when we texted a photo yesterday with the issue.

Today, the acid wash was completed and the water mark remains. What are our options at this point?
