Just starting with pool in AZ and has a heavy scale buildup at the water line. What is best way to remove this and clean to the tile and then what is recommended to maintain. Never had to deal with hard water buildup like this before, water was never this hard with my other pool and didn't have this problem.

To remove it, hire a company that does soda or kieserite blasting. I am sure you can find one on the internet.
To prevent it, you need to manage your pool water chemistry, specifically your CSI. And using soft water for make up water will make your life much easier. Are you year around resident in Arizona now?
