Water level in winter

I have a 20x40 inground(concrete) pool that I emptied this fall to do some renovation work. I will need to empty it again in the spring to complete the renovations. What is the minimum water level that I need to put in for the winter?
 
This is highly dependent on your local water table. It is never really a good idea to leave a pool totally empty. When I winterize mine I leave the water a few inches below the returns.
 
Understood. Water here is expensive, since it includes a charge for sewerage. Total to fill the pool to a few inches below the returns is about $800 -- only to have to empty it again in the spring.

It sat empty with no problems for about 5 weeks while they worked on the renovations this fall with no problem. Also I did not see any water coming up out of the bottom drain. So I was looking for input on how real the risk of "floating" is. I'm not sure how to go about determining the water table level.

Call your water company (WSSC?) and see about getting the sewage fee waived for the fill. Typically they have provisions for pools.
 
Thanks!! I hadn't thought of this. I found a Rockville City ordinance that says: If a customer notifies the City in writing that the customer is filling a swimming pool, the City may provide a credit for sewer usage for the time period in which the pool is filled if the customer qualifies for the credit. In order to qualify for the credit, the customer must schedule with the City and the City must take both a meter reading prior to filling the swimming pool, and a meter reading after filling the pool. The customer will receive the credit against the sewer portion of the bill for the usage registered between the beginning and ending reading.

I don't live in Rockville, but will do some research to see if applies to me. I'm confused by the wording that "the City" is the one doing the meter reading and providing the credit.
