Sorry if this is a stupid question. We had an above ground pool installed last year. We drained the water past the skimmer and return hoses, detached all hoses and removed the filter in the fall before covering it. During the winter we’ve had a large accumulation of water on the cover. It looks pretty clear but there are decomposed leaves on the bottom so organic debris is present. Should we refill the water in the pool with fresh water or use the water from the cover? We live in an area where we pay a high price for water usage. I realize it will require extra chemicals if we use the water on the cover. What do most people do?

They are all over the map here and nobody is wrong. Some can't bear to part with free water, regardless of anything else. Some don't want to risk tainting 13k gallons, regardless of anything else. Others are on a well and don't want to risk that, regardless of the pool. Or the algae in the stagnant water is easier to remove than the iron in the fill water.

How deep is the water ? Each inch is about 250 gallons for you.
What do you pay per 1000 gals ?
Since water is expensive for you, I think my inclination would be to scoop as much gunk out off the cover as you can and go ahead and use it.
I say this as I pulled the cover off my pool this weekend and attempted to clean a bunch of rain water and dirt that had blown on the cover from fairly recent sand storms off the cover first.
Given that the water already had leaves and junk in it from a blizzard causing part of it to fall down during the winter, I think that was mostly wasted effort... I eventually decided, "well, that's what the filter is for" as some debris still made it into the pool.

I have recently pondered the same thing… I feel quite wasteful in the month of April pumping all these rains off while simultaneously filling the pool with city water.
I have considered creating a filter (in a 5gal bucket with polyfill maybe) to direct the pumped off water into the pool. My cover is nasty but the cover pump has 2 grates that prevent large debris. This idea is a work in progress (mostly in my head
