The FC will fall. If you are really concerned and want it lower like around 5-6 you can turn off the SWG if it's not already. But the FC of 10 isn't going to hurt anything. The TA doesn't go up unless you add something to make it go up like baking soda or new water. Maybe it's a testing variation? As for Magic Jack's, I thought the instructions mentioned something about chlorine levels. If not, I would wait until the FC falls just a little bit more. An elevated FC level will probably just eat it up faster.
