Remember it's perfectly safe to swim at elevated FC levels, as long as you're not at SLAM, and the water is clear. Your pool might just be small enough that it's necessary. Good to note as well that concentration of FC works both ways, you'll likely notice a very pronounced demand due to bather load and it might simply be necessary to dose the pool a bit higher.
