Tiny hole or tear in liner

I have a “spot” that is very small on the top step of my stairs. We have the concrete steps that run the entire width of the pool. On top step is a spot about the size of a spec of sand. It’s rough to touch and I can’t tell if it’s all way through liner or if it’s just a “spot”. Should I be overly concerned? Is there a good way to tell if it’s a hole or if it’s letting water through? I don’t seem to be losing water. I just don’t want to ignore it and it get worse. If it is a tiny hole, any remedies?

Used this to find a skimmer grout leak a couple of years ago you may want to give it a try. Also food dye slowly poured near suspected area is an option.
