Howdy. The light in my pool (pictured) gives off an uncomfortable electrical sensation when my hand is about 4 inches from the rim of it. I turned off the circuit at the breaker box but the tingle persists. As far as I can tell, the only other thing on the pool light circuit is a GFCI outlet immediately below the light switch (pictured) which never has anything plugged into it - so, only two connections total on the 20A circuit (pictured). Pool light works fine, though I plan on changing the bulb at some point for a wallet-friendly LED. Any troubleshooting tips to help understand and then fix the issue? Thanks.

You can do either first, but both should be tested.

When you turn off the master breaker, removing power from the house, does it go away? If not, call the power company, there is stray voltage, likely from a transformer nearby.
Second turn off the breaker, is the electrical sensation still exist? You may have circuits sharing a neutral. You could be bleeding through the neutral/ground bar of the main breaker instead of the hot leg.
CFCI may be faulty, easy replacement.
