Tile Line Remodel

I'm getting ready to re-plumb and re-plaster my pool and the contractor is recommending re-doing the tile line to lower it. Currently the water level of the pool is just barely above the bottom edge of the tile. He says the pool surface should be fully submerged at all times because it doesn't stand up well to the elements outside of the water. If I don't keep an eye on the water level currently it often goes a few inches below the tile line exposing the top part of the pool surface. We will be installing an autofill so the surface would always be under water with the current tile line but just barely. The surface would mainly be getting exposed when people are swimming.

Do you think it's worth spending over $3k to get new lower tile line when we are happy with the tile we currently have? They would be lowering the tile line by 6". The top part of the pebble tec pool surface that's been exposed to the elements over the last 30 years looks to be in pretty good shape. We will be re-surfacing with mini-pebble grayish color.
 
Pebble surface is actually more robust than plaster. In fact I think there are some that can be above the waterline where you would not even have a tile line. Would not hurt to contact PebbleTec and get their thoughts though.

With the auto-fill, and lack of obvious issues, I might be inclined to save the $3k.
