Tile Cleaner

The tile on my pool have a white film on them. Is there a product that will clean the tile and remove this film?

The pool is brand new. Should I be restoring the tile so soon? What kind of pads are they?

The pool tile restorer is to help in keeping the buildup from forming so quickly.
The pads are for the thicker scale removal.
