The heater is not responding.What the starting point for troubleshooting?

I have a sta rite heater that worked fine two years ago. We didn't use it last year and this year it was just unresponsive, no matter what button you push on a board.
The power is going to the heater.
Where is the starting point for troubleshooting? I see control boards I can buy online. Is this the frequent point of failure?

Is your heater connected to any automation?

How do you know power is going to the heater?

Have you opened the heater panels and checked that no rodents have nested in it while it has not been used?
 
I just checked that wires going to the unit are live.
So, taking covers up and visually expecting it would be the first step I assume ?
It does not have visible screws outside, where do I start to take it apart.
Any good tips ?
 
Thank you for the advice. Took the cover off and found the mice nest under the control board. Two wires were chewed, so I connected them. It started to work but then stopped and never worked. The board shows constant temp of 86 and does not react to any button pressed. Do you think the board has gone bad and needs to be changed?
