t cell 15 dead and question on replacement

My t-cell reading dropped quite fast recently: every 2 weeks, it needs 40 pounds of salt.

it flashed junk chars very fast twice. Now it just shows 0 and refuse to work. I can see some yellow(mustard?) algae on the wall now.

I got a few questions:

1. Is the cell dead?

2. the current cell is t-cell-15, which is for up to 40000 gallon.
My pool is around 14k gallon. Can I use the 15k gallon version? eg t-cell-3.

3. does the cell 3 and cell 15 use the same interface, so nothing else needs change?

Also I can see below on amazon provides 5 years warranty, but not sure of their reputation.

Do NOT buy a generic replacement cell. There are many posts here discussing that they are a scam and there is no warranty. Stick with a name brand replacement.
 
it is aquarite, but I don't know how old it is since I took over from previous owner.

can you also kindly help on the model choice? t-cell-3 or t-cell-15?
 
We recommend sizing the cell for 2-3x the size of your pool. Minimum I would suggest is the 25k cell (assuming that your controller has the correct firmware to work with it), but the 40k cell is likely the better deal as it will last longer and require you to run your pump less.
