SWG System Not Producing Chlorine

Bought a home with an existing pool and SWG system, unsure of the age. When I power the system on, the lights flash on, the 10% light flashes once, and the power light illuminates. I cannot get it to give a salt reading by turning up to 100% and it is not generating chlorine. I just replaced the salt cell with a new A5, though the old one looked fine, and still nothing. No chlorine being generated, no control panel lights and no small bubbles in the cell. I have also checked the fuse on the control panel and it is good. The control panel is no longer produced, so replacement would require a new system. Would like to avoid that if the problem is anywhere between the cell and the panel. Any ideas how to isolate / discover my exact problem? No electrical skills so please either give very detailed direction. Thanks!

First. Add bleach to maintain our FC at your Target for your CYA.

I have nothing for your SWCG issues. If the controller is dead and old, probably time for a new one. Or call an electrician to see if they can test to see why there is no power to the controller.
