Surface Skimmer

I have a little 12x30 Bestway pool. I just upgraded to a 1500 gph pump, and got a solar dome pool heater and an Intex surface skimmer. I thought 1500 gph would be more than enough for my little pool but I can barely get the water to move around the skimmer. I have a flow restrictor on one of the inputs but it fits really loosely inside the cage. Would my skimmer work better if I took a 1 1/4 inch expansion plug and totally blocked off the 2nd inlet? Or is there a way to run 2 pumps at the same time dedicating one pump to the skimmer. The other pump to my solar heater? I have a 100 gph pump I was going to return but could use. This 1500 is the 2nd pump I’ve gotten after realizing how bad the pump was that came with the pool. I really don’t want to send back the 1500gph but should I have gotten a 2500?
 
The blue part seems to be riding a bit high, although it does look like it is skimming. It looks like you have extended the skimmer arm to as low as it will go - is that correct? I would raise the water level some, then re-situate the skimmer a little further up the arm. You want the blue part to sit where the water level spills over it, but doesn’t submerge it. And you can certainly close off one of the intakes to see if that increases the skimming action.

Unfortunately my pool is sitting really crooked so it’s a little low on one side, and high on the other. I have 2 intakes. Maybe I could switch to the 2nd one since the water is definitely higher there.
 
Ok, just know that at some point, you need to fix that. Sooner rather than later. Having a pool out of level past its specs is a safety concern.
