Sounds like you have a suction side air leak, or your pool water level is too low.

Also check your weir (flap) to ensure it's working properly and not getting jammed which might restrict water flow into the skimmer. With power OFF, you might also reach down into the pump intake and check the pump impeller to see if it moves freely without any junk wrapped around it.
