Startup - No FC after 1 gallon of bleach?

Currently in startup mode after having the pool (12,000 gallons) resurfaced, now WetEdge Pebble. I'm on Day 7, so out of the worst of it, but still early on.

Earlier today the pool was tested by the local pool store (yes, I know, pool stores bad etc etc) as I must have the water "professionally" tested for warranty purposes. For the record, the results were about the same as my testing with a TF-Pro. FC - 0.15, TC - 0.86, PH - 8.2, Alk - 83, CYA - 5.

Added some muratic to bring down the PH (7.5ish now). Many hours later when the sun had gone down I added 1 gallon of 12.5% sodium hypo. Waited a couple hours and tested the water and... it still shows effectively zero chlorine. Now I understand that with a CYA of 5 is bad and I need to fix that and chlorine will burn off faster... but does that make any sense? Is it not reading correctly because of something else? Or maybe something related to the fluctuations of the water as the plaster cures?

Lastly, I re-read chemical recommendations and saw something I missed/forgot and that was the "cool dark place". The 4 gallon jugs of bleach have been sitting outside in the sun for... I don't know how long but the pool remodel took 3 months. So lets say they've been there 4-5 months. Is it possible they've just gone ... inert? If so should I just dump in the rest of what I have and see what happens and get new bleach?
