Standard FC + Polyquat 60 VERSUS SLAM level FC and no algaecide?

I thought I would bring FC to SLAM level for closing and also wanted to use Polyquat 60 as recommended by a few pool veterans here. Reading now that PQ60 is only good at normal running FC and that adding if during a SLAM will basically be a waste of money. Is it better to close at FC 10 and add PQ60, or get to 28 FC and not use PQ60?
