I have a loud high pitch whistling sound after the heater fires up, I believe its the regulator, for the time being I put a rock in front of the air intake to equalize the balance of air and natural gas. The high pitch sound stopped and the heater is working fine heating the pool.
My question is:
Will this cause any long term damage if I leave it as is for the season?
Can I buy a new regulator and install it my self? Licensed Elevator mechanic 32 plus years? (are there any special tools I may not have)

Do you have a manometer to check the gas pressures?

What box are you calling the regulator?

Are you sure your gas flow problem is not from your gas piping to the heater?

Post pics of your gas meter, gas pipe into the heater, and what you call the regulator.
 
Thanks ajw, I do not have a manometer, I will post pictures today when I get home. I believe this is the regulator from the manual. As far as the issue I do not know what it is, just not sure who to call to repair it.
