Spring swamp

So poor decisions at closing made for a swamp this spring.
So here I am trying to get my pool back. Besides the obvious chlorine needed I am not sure where to start with TA and PH before the slam.
Test results are as follows: FC 0, PH 7 ( 7.2 - 7.4 is my pools usual happy place), TA 40, CYA 60
Should I adjust PH with borax and then TA?

Bring the TA to 60 or 70 with baking soda. If needed afterward, bring the PH to 7.2.

Then slam away.
