Spillover wall height in flush pool/spa

Hello! We are building a pool with a flush spa. The spa is outside the pool with one spillover wall connecting the two. They are doing gunite and asking us how low we want the spillover wall to be (how many inches from the top). Does anyone have advice on this?
 
We built ours with the top of the SPA wall "at the water line". The top of the spa wall is pitched very slightly towards the pool (perhaps 1/4" over the foot wide wall), and the pool waterline is about a 1/4-1/2" below on the pool side. The primary motivation for building it this low was to allow the auto cover to cover both pool and SPA. But it works just fine. The only downside (and it's pretty minor) is that there is no head room for the water displaced when people get into the spa, so when the get out the level is much lower (about a inch per person in our case).

The wall that low makes it very easy to move from pool to spa and visa-versa.
