Spillover leak

The front of our spa stays wet and I am thinking the they spa water is somehow getting under the spillway travertine and is going down the side of the spa. The picture shows the wet spot and the second shows the inside of the spa. I have lowered the spa water level for a good picture. The question is whether the mortar joint is letting the water through or with the travertine being porous is the water getting through those tiny hoes and finding its way to the wall of the spa.

thoughts?

the question is, was the spa waterproofed on both sides?

The gunite should have been waterproofed
behind the tile should have been waterproofed

No water what so ever should be behind your rock so you have a major problem.. When was the pool and spa built?

I am attaching a document that should have been followed when your spa was built.. There are many ways to do this...
