Spa spillover doesn't clear the ledge

Hello all!
We have had our pool for 2 years. The spillover has never worked properly. The water seems to cling to the ledge which causes it roll down side of the spa into the pool rather than cleanly leave ledge and go directly in the water. We have travertine tiles for pool deck surface and also the ledge. The mason spent 4-6 hours trying to sand it down and get it right. He said the pockets in the travertine are disrupting the water's flow and slowing it down so that water cannot cascade off it cleanly.

The other day I applied epoxy with spackling knife in an attempt to fill the holes (just along first 1 inch of edge) . It did make a noticeable difference though.... the stream spilled over but it requires person to run finger along edge to break surface tension. But as soon as one of the kids splashes in spa, it goes back to original problem. I was thinking of possibly sealing the whole spillway channel with something that would fill in the air pockets? My only concern is I want to avoid something that will make it slick..Wife will kill me if one of the kids cracks their heads open because of it.

Does anyone have any suggestions? Or am I on the wrong path?

Welcome to TFP... a great place for find the answers to all of your "dribbling" problems... :shark:

Under the lip of the spillover should be a groove.. about a 1/4" deep and 1/4" back from the front going across the whole spillover... Its job is to break the surface tension and cause the spillover to work correctly. It acts like a drip edge on a window sill..
