Spa Jets leaking

Hello all - just had a leak detection service out and they found two issues. One is that two of the vents for the raised spa is not holding air pressure. These are simple venturi's, not a blower system. They're thinking that the leaks are happening there because the vents won't hold pressure with the jets. I didn't think they were connected after a remodel a couple years ago, but could be wrong. Do they need to be?

The other is a pin hole near the skimmer underwater. It's super small but it's drawing the dye pretty fast. They're talking about having to gut that area completely to fix it.

Just looking for some help before I dive into all this with our pool builder (remodeler in this case).

Air lines are normally connected to the venturi tees like this:

When they pressure test, they need to seal both the water lines and the air lines.
 
They did screw down the vent and plugged the jets. Then air escaped somewhere below the cap and in the wall of the raised spa. The question is, is that vent seal so very important all the way up to the vent? Could water be leaking about the venturi chamber?

All plumbing should be air and water tight except for the inlets and outlets.

However, when pressure testing, the seals they use to seal the pipe may leak if not done properly.
