My raised spa had it's jets installed today and when I operate the spa, the jets are blowing air even with the blower off. I have a knob on the spa coping fully closed so no air comes through the Venturi system. Near the spa blower I can hear the PVC pipe sucking in air, so I assume this is how air is getting sucked into the spa jets. Obviously I don't always want air being mixed in the jets so what can be done to fix this? Should some type of flapper with a spring be put in line on the PVC pipe the blower is attached to?

Sounds like you are missing a check valve in your spa blower air line. Talk to your builder.
I was thinking the same but a check valve would prevent water from going up the pipe to the blower. Since the jets are sucking air in the flow direction of the check valve I don't think it would stop air from flowing into the line?

Your spa jets should not be running hard enough to pull in air if not in spa mode. Lower the pump rpm and use spillover function to reduce the time you have flow to spa in pool mode.
I have it at 2000 RPM. Anything less and the spillover will just drip over, as the spillover is 6ft wide.
Even in spa mode at 2k RPM for example shouldn't I be able to stop the bubbles? When I heat the spa all the cold air being sucked into the jets from the blower line causes it to take longer to heat and use more energy.

When off, my blower will allow the air to pass through, even with the check valve installed. The only way to stop the bubbles at higher RPM is to block the air vent line under the blower. Test this by temporarily removing the blower and blocking the vent. If it works, you (or your PB) could add a two-way valve under the blower to shut off the air vent. A three-way valve would allow you to divert some air out of the vent with the blower on to reduce air pressure (bubbles) to the spa. If this is a new build, let your builder know what you want. Talk to him about your air adjustment knob and ask if it's supposed to block all air into the system.
