SPA drains when turned on to SPA mode (Jandy system)

My SPA drains when I turn on to SPA mode, I've done some troubleshooting but haven't gotten further (turning on SPA fill does work).

For the valve all the way to the left, it automatically moves right to left when I go to SPA mode.
The valve to the right, at the top, does not automatically move, I think it use to move when I would go SPA mode so I removed the actuator to manually adjust it from top to down (facing top in the pic).

Even with the above changes, the SPA continues to drain, I just noticed one more valve at the bottom, underneath the one at the top right of the picture, should I manually move that one also? It doesn't move either when I switch from pool to spa mode.IMG_9459.jpg
 
For the SPA to drain, the suction is from the Spa but the return it going to the pool. So you have the return valve in the wrong position.
So you need to turn the valve where the spa and pool pipes join together. It is hard to tell in this picture because it is too close and unable to determine which valves lead to which pipes. Take a couple of more photos of various angles but take a step or 2 back.

As Herman points out, when in the spa mode it is a closed loop.. All the water that is sucked out of the spa drain, is then sent back to spa.. Just a loop.

If the spa drains, when in the spa mode, it means that not all the water is going back to the spa.

The water going back to the spa is controlled by your "Return" valve. This valve either sends water back to the spa or back to the pool.

Check that valve and see what is happening to it when you switch between the Pool and Spa modes.

The return valve is the Jandy valve with the actuator removed.

I suspect that the handle of the valve is currently in the Pool mode (Spa shut off)

It appears that when in the Pool mode, the valve directly under the Return valve is part of a make up line, that allows some of the water to go to the spa, when in the pool mode.

To be in the Spa mode, the handle of the valve needs to point 90 degrees to the left, so that the "Off" tab is pointed to the right to shut the Pool return pipe off.
