Soil Injections?

We are first time pool builders in Rowlett and are faced with a quandary...... our PB has dug a hole in our backyard, placed the steel ribbing and even has the plumbing for the inside of the pool ready. We were scheduled for gunite today and now the PB said the engineer said we need to inject the soil (no rock found while digging)..... are they gonna have to rip all the work out to stabilize the ground or is this something that can be done around the work already in place? I am also concerned that my neighbor has a pool and didn’t have an injection done (literally right behind me). Is this a ruse to get additional funds or is this legitimate? Thanks for the forum I look forward to responses.
 
Some PBs do soil injections around here and some don't. I have also heard that they prefer to wait until the hole is dug so they can check the soil conditions. My PB was not in favor of soil injections, even before digging. Our pool has moved a bit (1/4" up or down) over the years and the plaster has cracked a few times, which the PB fixed with putty that cures underwater. We installed a micro irrigation system on a timer from Lowes to water the pool to maintain even soil moisture levels. This mostly stopped the movement of the pool. It is important to run it during the winter too, that is when we had the driest soil and most pool movement. It runs 1 to 3 times per day for 10 to 30 minutes per time depending on soil moisture levels. Our pool is out of the ground on one side (on purpose :)) so I can see the soil pull back from the pool when it dries out and then increase the water cycle.
