Opened up my plunge pool it’s around 1500 gallons. Keep getting a soapy bubbly water. Checked water chemistry it’s fine. Pool also have a pool defender zinc anode that is leaking. Want to get rid of soapy water and wondering if pool defender anode is necessary for if I could just replace with pvc?

Take the anode out, replace with PVC.

Can't tell the source of the leak from the pictures. Maybe a crack from the horizontal to vertical, maybe the oring between the cover and the anode body. An o-ring replacement may obviate the need to cut PVC.

Soapy, bubbly water may be a few things. Can you post picture of the water, and post a full set of results?
Slam will clear any bubbly water.
Low CH can also cause "foamy" water when below 120-150.
