Small bugs on my ledge lounger chairs

I discovered these small bugs congregating on my ledge lounger chairs. Not sure where they’re coming from. Doesn’t seem like they fly. I cleaned all chairs thoroughly a few hours ago. And they’re back again. Any help is appreciated

Looks like some kind of chinch bug.
