Slowing / preventing rust

We have an above ground pool that’s 5 years old. It has a beaded liner which we chose for easier liner replacement. Today I noticed a couple of small rust spots on the outside wall. They just happen to match up with where the plastic bead receiver on the pool has joints in it. I attached a picture of the worst one. It’s not bad yet but I’d like to get ahead of it as much as I can.

Would piping a bunch of silicone caulk in the gap to block future water and using clear rustoleum on the outside be enough to stop it from growing? Is there anything else that can be done to neutralize the rust on the inside part of the pool since it’s not possible to get in there and scrape it? It’s hard to get my hands in there so I’m not sure what I can do besides fill it with caulk. It’s still (hopefully) a few years before the liner has to be replaced and we can do more than to repair. I’d like to make the frame/wall last as long as possible.

If you are starting to see rust on the outside, it is likely that there is more rust on the inside. Rust is like cancer. Once it starts it does not stop. No way to neutralize what is inside without removing the liner.
