Skimmer repair, help needed!

So it's the end of the season here in Virginia and time to fix a long neglected issue... so to start this conversation I realize I should have dealt with this a couple of years ago when it started. That said, I now need to fix a more major issue with on of my two skimmers. The issue is really two issues: first the plaster is crumbling and second the wier is shot.

So the deal with the plaster is this: The plaster on the sides and above the skimmer opening is crumbling, causing several of the tiles to pop off. Before you ask, the pool was replastered in 2006 (I bought the house in 2010) and it looked good when I bought it. The rest of the pool doesn't really have any plaster issues with the exception of a couple of small cracks near where the tile meets the plaster which I filled two years ago with pool putty and have had no issues since.

The wier looks to be an old replacement door that was somehow bolted to the floor of the skimmer opening with non pool grade bolts. As such, one bolt has since snapped and the other is too rusty to unscrew and as a result of having only one bolt the wier gets dislodged enough to jam itself open or shut.

Now here comes my questions:
I was planning to buy some ez patch, remove the loose plaster and attempt to replace the missing tiles. Does this seem reasonable or am I missing something?
As for the wier, I was just going to cut the old bolt, buy a universal and see how that goes. Thoughts on this?

Full disclosure: I am a skilled craftsman but pools are new to me. I love to learn new skills but also don't want to make things worse.

Yes, perfectly reasonable to repair the tiles. Clean them up, clean up the substrate, reinstall and regrout. Same as any other tile work. INYO Pools has lots of weir doors and so does Sunplay.com. One of them should have something that will work.
 
Should be an easy fix. I would sand down the weir area after removing the bolt, epoxy the bolt holes up and then sand flush and then just epoxy the wier bracket to the base of the skimmer. Epoxy is some great stuff and would probably last for many years.
