SKIMMER not over floading when it rains

Hello everyone,
i have a question on my skimmer. i am in california, in chino hills, and every time it rains, i never really see the pool over floating, sorry that's me being not a good home owner as i should have looked into this before, so i started checking why and i was noticing that my skimmer has the top plastic piece and the bottom where the skimmer is, see picture, but i see that there is small line that goes around, the top does not touches the bottom, this little space across, i think is where the water is going, there is also a small crack on the bottom, i put named it on the picture. i guess my quesition is, what can i put between the top and the bottom to seal it. Thank you and hopefully i explained myself good on this.

Some pools have and automatic drain as the water level gets too high. Are you sure you don’t have one of those?
 
i have checked and i don't see one, where would that be? thank you.
I think they’re usually located inside one of the skimmers. And if you don’t have an automatic drain, you should very much siphon off water before it gets to the top of the skimmer. You’ll get all kinds of problems if you let it get over full.
 
Water will overflow as you suspect.

It will also leak out of any cracks.

The level is high, so it's not a big problem if it leaks out there.

You can fill in the space with PC-11 or Plastaid if you want.
