Do you guys think that its safe to undo one of the nuts that hold the walls together in the pool that is already filled with water in order to slip the copper wire in between ?
It all depends on the design of the wall joint. If it's a typical joint that has dozens of bolts, it's safe to undo one of them. The only potential problem is getting the nut back tight. There's a possibility that the bolt will spin before the nut gets tight, but there are ways of handling that if it happens. Also you shouldn't just put the wire under the nut. You should use a bolt-on lug designed for bonding.
My advise would be to ask your inspector what they like to see in your area. Here, my inspectors want direct burial lugs even if they will remain above ground. They have markings on the sides to indicate this. Your area may allow that type of lug but, it may not be rated for outdoor or direct burial use.
