Sealant around hose barb

Good morning!

I recently broke one of the PVC pipes for our skimmer line, and we had to rebuild the whole area. We re-used the existing hose barbs which seem to be in good condition after a good cleaning. However, it seems to be leaking. I have some GE silicone 2*+ (whatever that means). It says it is waterproof but I'm guessing it's not what I need as it didn't work. Suggestions?

Can you post a picture of the hose and barbs? your existing picture doesn't help much.
And what specifically are the hoses for?

Is that a hose? I’ve never seen that. I have schedule 40 pvc from end to end. I also don’t understand how it was connected in the first place. What is on the other side of that broken elbow.
