When CYA is put in a sock in the skimmer, we recommend that you keep the pump running 24/7 until its dissolved. The reason is that if the pump is off and water isn't moving, the water in the skimmer becomes very acidic from the CYA. Then you turn the pump on that big acidic bolus of water could be damaging to gaskets and such as it hits the pump and equipment.

This may sound crazy, and others can chime in in case it's dangerous, but what about diving down there with a dropper of muriatic acid (or a diluted MA) and applying it directly to the white stuff? You could wear rubber gloves and keep a finger tip on the dropper until just before applying it. If it removes part of it, then the clever folks here might have ideas on how to spot-apply acid to larger areas under water.
