Salt content matters. Yes, you should check it. Too little and the cell can't pass enough current and the voltage increases but current drops. Too much and the opposite can happen. Water velocity and water temperature through the cell have something to say in this as well. They are designed to function within a range of these and other parameters.

Most SWGs are designed to produce the same amount of chlorine across a range of salt levels, typically +-500 ppm from their ideal level. When you go outside that range they may get more or less efficient or they may shutdown completely. There are a few SWGs where the chlorine production is directly proportional to the salt level, but they are getting less common these days.
