Salt issues

I have a vinyl pool with a swg. I added salt correctly and it still says low. I've been using the clorox salt strips to get the ppm. The other day I was at almost 6 putting it in with 10 pound increments and waiting 24 hours to test again. Now I test yesterday and it does not make it to 2. Is there a better test out there for this im not aware of this? Thanks
