So I just installed a new 24’ round 4’ deep pool with a salt system. The salt cell recommends 3500ppm which came out to 370ish lbs of salt according to the table in the manual. We added 9.5 bags which should get us right in the ballpark but my test strips are giving me a reading of over 5000ppm and what looks more like 6-7000 to me. I tested some tap water (which was used to fill the pool) and it read zero. What’s a good test strip or other method to check the level before I try to drain water to lower the salinity?

You should have a Taylor K1766 Test kit for salinity. When you order that, get a TF-100 Test Kit ™ at the same time as you need that kit to manage your pool water chemistry.
