Safety Cover for Wet Set Flagstone

Hello. We are getting ready to close our pool and will have a safety cover installed in the next week or so (pool was finished in September). We have wet set flagstone (on concrete deck with 1.5 inch pavers - variegated) surrounding our deck. Should we have the deeper aluminum sleeves installed to help reinforce the anchors and to safeguard the pavers from cracking/pulling up? or is that overkill since they are set on concrete decking? Our pool builder told us they typically do not do that usually only do it for dry set pavers. I have very little confidence in this company to relay the proper information so thought I would check with the experts on this site.
 
If they are mortared down and grouted, they should be fine.

Do not get the straps too tight.

Also, I would not hammerdrill the holes in the pavers due to the risk of cracking.

I would core drill the holes to be safe.
