Rusted diving board bolts

I’ve got an older diving board that finally gave way. It looks like the bolts installed when the concrete was poured have rusted through. What’s the best way to get this diving board back up and working? Am I drilling new holes into the concrete for lag bolts or does the concrete have to come up and be re-poured with the bolts installed?

The SR Smith webside has instructions for drilling and epoxy gluing new bolts in your concrete. This will look better than cutting the concrete and replacing the rebar bolt jig. Don't cut any corners - it's a safety issue.
