Rust Stains Cover Up

The pool is under instruction with decking and plaster still to come. There are rust stains now on the gunite wall, one under the light and another on the wall (see pics below). The PB wants to apply a bonding agent and then plaster over these stains. Is it likely that rust stains will show up later on the plaster wall at these locations?

You must find the source of the rust, have that treated or removed and then patched , most likely a rebar tie or the rebar itself.

He wants the easy way out. At the least they etch clean it and hydro patch it.
