Rust stain bleeding through plaster

About a month ago a rust stain appeared in the shallow end of my pool. I had removed the stain by scrubbing and using vitamin C, but it keeps returning. Searching the internet, it looks like this is rebar bleeding through. The pool is roughly 10 years old and we were planning on having the plaster redone next year. Can this rebar issue wait a year, or do we need to go after this now?
 
What does the area look like as far as plaster being in place and not falling out. Can you take a pic of it? I wonder if it is just a piece of rebar wire sticking out and the plaster has worn enough for it to start doing this.

If that is the only problem I would not worry with a replaster just yet. So long as the pool is holding water then you should be good.

The plaster isn't physically damaged and nothing is protruding from the surface. Just a stain that keeps reappearing. These two pictures were taken a few days apart. Thank you for your help.

So you have been in the pool and dove down to feel it? Have you wore a swim mask to get a good look at it? Trying to puzzle this out........I ask lots of questions then start throwing out ideas to see what sticks LOL Most of the time something does end up working so we shall see.

Yeah, Ive been pretty intimate with it over the past few weeks... There doesn't appear to be anything sticking above the surface of the plaster.

It seems like it spreads for a day or so and then nothing for a long period (a week or two). Then it starts rusting again.
 
Well then I say let it ride! Enjoy the pool this summer and use the Vit. c to pretty it back up as needed/wanted. THEN when builds are winding down and the PB companies have little or no work have them redo your pool to get ready for next summer!
