Rust from behind tiles

How old is the pool? Looks like there may have been some exposed rebar under the tile that is leaching through the grout. You can rub a crushed up vitamin C tablet on the stain and see if it lifts.
You have efflorescence bleeding through due to water behind the tile. The water is probably making contact with steel rebar as it bleeds through.
You're going to have to deal with the water behind the wall and remove the tile to address the rusty rebar.

The pool was new in 2016 installed by Anthony Sullivan. I'll give them a call but I doubt its still under warranty.
