Resurfacing steps with Rebound

Has anyone had their fiberglass pool steps refinished or resurfaced with rebound? If so, where are you located and what were you charged? I was quoted $3500 in long island

Is it just shredded rubber particles?

It seems like a bad idea to me.

It looks like it will harbor dirt and algae.

Yes it's little Rubble particles with an epoxy base and urethane. If there's some dirt in a specific area then moving the water around loosens everything up and it will eventually fall back into the pool to get vacuumed by the robot. I wouldn't worry about algae if your chemistry is always on point
