Replastered pool white areas

I suggest tapping the plaster on the soft spots and other nearby areas with the hard plastic end of a screwdriver. You might be able to hear a hollow sound as compared to a solid dense sound. If so, that might suggest that the plaster in the soft spot areas has debonded or delaminated. Let me know.
Your photos of white spots are not distinct enough to indicate any severe discoloration problem. Right now, I only see normal mottling as with all new plaster pools. I need better photos of the spotting.
Bad water chemistry does not cause a random spotting problem. Out of balance water causes uniform etching or calcium scaling. Your builder needs to understand that.
