Replacing upper connecting plate on an 18x33 oval pool.

I recently noticed that I have rusting on the upper connecting plates that the railings are screwed to. Do I have to drain or partially drain the pool to replace these or is the wall stiffness enough to maintain stability if I replace them one at a time?
 
Post pics of your pool so people have a better idea of what you are dealing with.
